It is not everyone who has this IP number who is posting from Lumley Beach. All the people in the WHOLE OF SIERRA LEONE who use the Datatel Internet Braodband wireless service have this SAME IP number. So, it could be anyone of over 3000 users of Datatel services in Sierra Leone.
